HIGH PRESSURE BRINGS DRY CONDITIONS, VERY COLD TEMPERATURES CONTINUE

Clear skies last night allowed temperatures to fall to a minimum
of 4F this morning.  Skies were mostly sunny this morning, but
temps. rebounded to just 17F by 1:00PM before skies became mostly
cloudy with broken cirrus.  Winds became light, keeping wind chill
effects low, and shifted southwest shortly after the 1:00PM ob.
