RISE TO 37 DEGREES WITH INCREASING E WINDS A SUNNY MONTH WITH 61% OF POSSIBLE BRIGHT SUNSHINE   After a very sunny day yesterday we have a completely overcast sky today with a few flakes of snow which were observed early this afternoon as part of the leading   edge of the northward advance of a storm system to our south. Temperatures continue to average above normal as has been the case for the past two weeks. A total positive temperature departure of 45 degrees over the past two weeks brought a monthly average of plus 3 degrees for the 14-day period and left February one above the 30-year normal.  Only 2 two days were slightly below normal and one day just normal since 8 February.    The month has been much drier and sunnier than average.
